Many good points, thank you Johan! I do think that there's sometimes a bit too little attention to how what is being done was done though. The comparison with the Lesotho tariff revenue shock is telling. In normal governance, cuts to domestic or foreign funding are not carried out just by pulling the plug overnight. There is a legally made decision, a schedule, and orderly implementation. This will give time to anticipate and adjust, and may avoid things like killing vulnerable beneficiaries. The randomness of the execution here is guaranteed to generate a stream of very morbid econometrics papers for years to come. It also reflects an acute constitutional crisis in the most powerful state on the planet. (Plus, there is chatter that vestiges of aid have still been leveraged for influencing things like UNGA votes...)
